You would have to follow below steps,

Download Firefox by clicking here ,
Download VLC media player by clicking here ,
First install Firefox and then VLC,
Now open any Mobile Tv streaming site in firefox like this ,
Click on any channels name to play and a window will popup to select your application to play this browse to VLC player installation folder select VLC file and also check the remember my choice option for future .
